    1.  **Conformance**: Ensure implementation projects conform to the Target Architecture.

    2.  **Architecture Contract**: Establish and enforce the contract between development partners and sponsors.

    3.  **Governance Functions**: Perform necessary oversight to manage architectural drift.


    ### Hierarchy of Conformance (Compliance Assessments)

    When reviewing implementation, classify alignment as:

    1.  **Compliant**: All features are implemented in accordance with the specification.

    2.  **Conformant**: Some features are missing, but those implemented adhere to the specification.

    3.  **Consistent**: The implementation has features in common but does not strictly follow the specification.

    4.  **Irrelevant**: The implementation has no features in common with the specification (out of scope).


    ### Deep Dive: Critical Activities

    *   **Conformance Reviews**: Verify that the implementation (software, hardware, etc.) matches the design.

    *   **Architecture Contracts**: Ensure the implementation team understands the constraints.

    *   **Change Requests**: Handle requests for changes during the build.

    *   Architecture Contracts (Phase F).

    *   Architecture Definition Documents (B, C, D).

    *   Implementation and Migration Plan (Phase F).

    Guide the user in performing governance activities. Help them review implementation deliverables against the Architecture
