Testing Strategy
----------------

For each refactoring:
1. **Write characterization tests** before changing code
2. **Refactor incrementally** - one change at a time
3. **Run full test suite** after each change
4. **Check test coverage** - maintain ≥90%
5. **Performance test** critical paths
